Robert Manning was an Empire resident and an avid fisherman. He often joked about how much easier it would be to return to port after dark if there was a lighthouse to guide him. After his death, Manning's friends raised funds for the building of this memorial lighthouse. It is located in a park with a sandy beach. Description of Tower: White, cylindrical wood and stucco tower, with green lantern and gold ventilator ball.

The memorial lighthouse is located at Empire Beach Park, near the intersection of Front Street and Lake Street in Empire. It is at the northernmost end of the park.
