Charles W. Chapman was co-editor of the Ketchikan School News with Leslie Williams. Charles’ step-father was the former Chief of Police in Ketchikan. Leslie’s father ran the mail-boat and was on the city council. Both families knew Herbert C. Scott well during the many years he had lived in Ketchikan prior to starting his lighthouse career.
