This photo of 1st assistant Phillip W. Hansen (l) and head keeper John M. Cowan (r) was taken circa 1930 toward the end of Cowan’s 32 years at Cape Flattery. Orlo commented that Cowan was planning on retiring in 1924, but that didn’t happen until 1932. Orlo had moved on by then, so his plans of becoming head keeper at Cape Flattery never materialized.
